Each row is one reported complaint; NTB_NUMBER is a unique identifier (not a measure). RECORD (unit: incidents) counts the records — aggregate with count/sum to get the number of incidents. CATEGORY is the complaint status (New / In process / Resolved). Any of DATE_OF_INCIDENT (the time axis), DATE_REPORTED, or RESOLVED_DATE can be charted — the latter two as regular date dimensions, not bucketed like the time axis.
